Herbert William Fisher was born on 30 July 1826 at Poulshot, Wiltshire, England.2 He was the son of Reverend William Fisher and Elizabeth Cookson.2 He married Mary Louisa Jackson, daughter of Dr. John Jackson and Maria Theodosia Pattle, on 5 August 1862 at Hendon, London, England.2 He died on 17 January 1903 at age 76.2
He was educated at Christ Church, Oxford University, Oxford, Oxfordshire, England.2 He was a tutor in 1851 at Christ Church, Oxford University, Oxford, Oxfordshire, England.2 He was admitted to Inner Temple in 1855 entitled to practise as a barrister.2 He held the office of Keeper of the Privy Seal in 1865.2 He wrote the book Considerations on the Origin of the American War, published 1865.2 He was Vice-Warden of the Stannaries in 1870.2
