     Lord William Brook Phipps was born on 13 August 1847.1 He was the son of George Augustus Constantine Phipps, 2nd Marquess of Normanby and Laura Russell.1 He married Constance Emma Keyser, daughter of Alfred Keyser, on 31 March 1875.1 He died on 19 February 1880 at age 32.1
     He gained the rank of officer in the Royal Navy.1
