     Brian Wyndham Payne was born on 27 July 1961.¹ He is the son of Major Paul Ian Craven Payne and Patricia Flower Furness.² He married, firstly, Sally Jane Thomas, daughter of Garnet Thomas, in 1992.¹ He and Sally Jane Thomas were divorced in 1999.¹ He married, secondly, Stephanie Joanna Jane Turner, daughter of Rodney Francis Turner, in 2002.¹
     He was educated at Winchester College, Winchester, Hampshire, England^G.¹ He graduated from Bristol University, Bristol, England^G, with a Bachelor of Science (B.Sc.)¹ He gained the rank of Captain in 1988 in the The King's Troop Royal Horse Artillery.¹ He was admitted to Inner Temple in 1993 entitled to practise as a barrister.¹

     Garnet Thomas lived at Ferwig, Dyfed, Wales^G.¹

     Sally Jane Thomas is the daughter of Garnet Thomas.² She married Brian Wyndham Payne, son of Major Paul Ian Craven Payne and Patricia Flower Furness, in 1992.¹ She and Brian Wyndham Payne were divorced in 1999.¹
