Sir Charles Edward Gregg Philipps, 1st Bt. was born on 6 October 1840.1 He was the son of Edward Fisher and Jane Gregg.2 He married Mary Philippa Philipps, daughter of Reverend James Henry Alexander Philipps and Mary Katherine Lea, on 25 June 1868.1 He died on 5 June 1928 at age 87.1
He was given the name of Charles Edward Greg Fisher at birth.2 He was admitted to barrister-at-law.2 He held the office of Lord-Lieutenant of the County and Town of Haverfordwest between 1876 and 1924.2 On 29 July 1876 his name was legally changed to Charles Edward Gregg Philipps by Royal Licence.2 He held the office of Justice of the Peace (J.P.) for Pembrokeshire.2 He held the office of High Sheriff of Pembrokeshire in 1882.2 He was created 1st Baronet Philipps, of Picton Castle, co. Pembroke [U.K.] on 23 July 1887.1 He held the office of Justice of the Peace (J.P.) for Carmarthenshire.2 He held the office of Mayor of Haverfordwest between 1897 and 1899.2 He gained the rank of Lieutenant-Colonel in the Pembroke Yeomany Cavalry.2
